When one of these Nork Nukes Hits we can trace it's origin...Clinton 90's?

I'm sure a lot of people will manage that perception, in order to focus on their real enemies.

That's nearly the opposite of the truth. At the time of the agreement, North Korea already had a nuclear program and was suspected of having nuclear warheads. The agreement was for Korea to dismantle its nuclear program and submit to inspections of existing sites, in exchange for light-water nuclear plants, which are resistant to weaponization. This was not a unilateral contribution by the US but was part of a consortium of nations that had an even greater risk from a nuclear North Korea than we do. South Korea would have paid for 50% of the construction costs for the new plants.

The plan began to collapse when the GOP took over Congress and reneged on portions of the plan, which they viewed as 'appeasement'. The North Koreans became belligerent and started cheating on the treaty, which eventually collapsed, leading us to the rotten spot we are today.

The North Koreans' uranium enrichment program was separate from the treaty and went on in secret and in violation of the treaty. We didn't 'pay for their nukes'.

What's missing here is a sense that we have only unsavory choices with respect to Korea, then and especially now. Clinton was anticipating the awful spot we're in now and tried to prevent it. However unpalatable it may have been to appease the North Koreans, it's at least possible that if we had abided by the treaty, slowly lifted sanctions against North Korea and established diplomatic relations with them, we'd be in a better spot today, It certainly couldn't be much worse.
