Since I'm new here, I decided to change my profile picture.

I tried to, that is. But, this message appeared:

Am I doing something wrong? Or is it a problem with the forum?

It's a problem with the Forum and I wish I could fix it.

Your avatar has to be located somewhere on line (Photobucket, Picassa, etc.).  You can only reference a picture; we have no more storage space for ANY images.  I wish I could fix this.  I'm sure there are tons of pictures in our storage associated with Classified Ads that are no longer here but I can't identify them.  Seems only Richard Byrd can change this.

How do I reference an online photo? My member photo is able to do this on the forum (already done), but I don't see an option to reference the avatar. It only allows me to browse my own PC for an avatar file.

In the Profile settings, the second option is "I have my own picture" and lets you reference a picture by URL.  Mine refers to a picture in my Gallery.

I just tried to upload an avatar pic this way but nothing happened.  I referenced a url from an orchestra site.  Should this have worked?

If you tried to upload it, probably not. If you did only provide a source link, then the site may have some kind of permissions from allowing you to see it. Note that this is why sometimes there are issues with posting images from facebook. You might be able to see it, but nobody else has permissions.  If you can post it using [img] tags then it should work as your profile too.
